Berlin Senate working on five-year rent cap
Katrin Lompscher (die Linke), Berlin Senator for Urban Development and Housing, has submitted key points for a general rent moratorium which would freeze Berlin rents for five years. Only previously-unlet new apartments and subsidized housing would not be affected, as separate regulations already apply. Apartments would be re-let at the most recently agreed rent from the previous lease. Modernization levies would subject to special approval and notification requirements. Violators would face fines of up to €500,000. The plan could take effect in January 2020. Critics from the housing industry have expressed doubts about the constitutionality of the project, with the association BFW calling it a “massive encroachment on property rights.”
